The short answer is yes, you still feel the effect of heating and cooling. However, due to the fabric of both 4Elements and Canvas protecting the complete seat and being waterproof (4Elements) or water-resistant (Canvas), you won't feel the force of the airflow from the cooling function, but you will feel the temperature change through the seat cover.
